Short description of error
Whenever opening a new file or loading an existing one, stretched orange graphical glitches appear in the viewport. As well as purple/green glitches in side menus and tabs. Glitches in viewport act as 3D objects, rotating as 3D space is manipulated.
Sometimes entering a different Viewport shading setting can fix the issue, but usually not.

This is most certainly related to driver issue, please:

  • Give us your exact Blender, OS and GPU (including drivers) versions, as requested in the template!
  • Ensure both your OS and drivers are fully up-to-date (and use official GPU drivers, not those provided by windows or tablet/laptop maker or open source ones in linux distributions).
  • Try the latest build from our buildbot.
  • Try to start Blender in factory settings (--factory-startup commandline option) (this will ensure whether this is a userpref or addon issue or not).
  • Try to tweak OGL settings in UserPreferences, System tab.
  • Try to tweak your GPU driver settings (e.g. try different values between 'performance' and 'quality' if you have such slider, etc.).
  • Attach as text file here the report generated by Help -> System Info (do not paste it directly in comment).
  • Try to place this dll next to your blender.exe (software OGL, will be slow, but will show whether this is a driver issue or not).

Hi, Sorry for the delay on getting you these details. I've been busy with work.

I've restored Blender to the defaults. That didn't resolve the issues. Then I completely uninstalled Blender, and deleted any of the "Blender Foundation" files from not only the Program Files, but the roaming AppData Files.
I've tried the current Stable release of Blender (2.79 Date: 2017-09-11 10:43 Hash 5bd8ac9) as well as the latest build from the buildbot (2.79 Date: 2017-12-15-15:54 Hash: 5e28b71) I've also tried multiple builds between those ones.

Specs:

OS: Windows 10
GPU: Nvidia TITAN X (Pascal) Driver Version 388.59

Windows is up to date, not sure if that matters. But it's Windows 10 version 1709 Build 16299.125. All my chipset drivers are up to date directly from my motherboard manufacturer and the graphics card drivers are up to date directly from Nvidia. Current one I'm running is Geforce Game Ready Driver version: 388.59.

I Placed the DLL you gave me next to the exe as requested, And that fixed the graphical glitching. SO the issue appears to be Driver related. I've also attached a text file with the system info you requested. What's the next step?

If it's driver issues, you'd have to take it up with nvidia not much we can do about it on our side.

@MasonMenzies: could you tell us if you still have the issue? Did you try other drivers (you can search Nvidia for "Beta and older drivers")?
Think we have to close this anyways: like @LazyDodo says, if its a driver thing, there's not much blender devs can do about...
