Version 2.79 (2.79 2017-09-11, Blender Foundation)

After creating proxy in VSE .. blender is not playing back the correct frame rate ..
It jumps around especially on proxy rate of 50% or 75% ..

  1. Dragged in 48FPS gopro made video
  2. create proxy with "rebuild proxy and timecode indices"
  3. Select proxy 50%
  4. Playback video ..

Frames skip fps .. wavers ..

Based on a (as simple as possible) attached .blend file with minimum amount of steps
