cant render contact shadows in eevee

Exact steps for others to reproduce the error
add sun light , turn on contact shadows , keep the samples around 50 in render settings , you can easily see clear result on viewport , but when you press opengl preview it will be too much grainy in the contact shadows

While the viewport progressively clears the result, the OpenGL render is stuck in a low quality pass.

For the records, you can reproduce this issue with Shadows of 64px and non high bitdepth. The current settings in the file are quite slow here.
