System Information
win10, gtx 970

Blender Version
Broken: 2.79 5bd8ac9

When using the bend tool its possible to move the mouse in a way that changes bend angle from being 0 when mouse is returned to starting position

Exact steps for others to reproduce the error

https://youtu.be/Ud8mBpLHWrQ

using the empty as reference, place your mouse there to start
move mouse around
return to empty
notice that bend angle is not 0
notice the mesh doesn't look like it did when started

I think it is a known limitation. It may be considered as a visual disturbance. It looks related to position of selection in the window and amount of movements.
But user should focus on the mesh and not really take attention to the position of mouse pointer.

What is important is that values of operator visible inside header corresponds to mesh deformation. And it is the case.

It is easy to set bend angle value to zero, simply by pressing Ctrl key or by precising the value with numpad.

There is no problem , here, that prevents to use the tool. I don't know if someone wants to take time to solve that.

Also think this is kind of expected to accumulate?
@ideasman42 : you think this can be closed? Or Should I take some time investigating more?

Looked into it, this happens to rotation too. This can be set as TODO and archived. - https://wiki.blender.org/index.php/Dev:Source/Development/Todo/Tools#Transform
