Short description of error

The last operator for the Rip tool has a double entry where one part is greyed out and one is not greyed out.

Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps

Open Blender, enter Edit mode. Select some vertices and use the Rip Tool. Hotkey V. Watch the Last Operator Rip.

This may be a cosmetic problem. But the greyed out part is at the top. And when you just see this part, which is the case with the default Blender layout, then you can get the impression that editing isn't possible at all.

Just wanted to add that i can see this behaviour also at other Last operator panels, like Rip Fill and Extend Vertices.

Confirmed on master bff1dae under linux and 2.79a RC

Enabling Proportional Editing is ruining this kind of operator's goal which to create new vertices by making a grab from existing vertices.
When it has been enabled once, Rip becomes a simple Translate. But re-disabling it in last operator panel is not re-establishing unwanted Translate as a Rip.
So, greying out could seem logical. Ideally, proportionnal editing settings should be hidden for theses operators.

But current situation is a double fail.

  1. Options greyed out are not limited to proportionnal editing because Fill option who allows to convert a Rip into a Rip FIll action is greyed out, too.
  2. Repetition of proportionnal editing settings can let the user invalidates its ripping operation to let only a translation as a result.
