Exact steps for others to reproduce the error
add-on Imported but not enabling gives error like above

From the error in the image provided seems that the add-on is not properly installed.
Remove the NP station related files created during the unpacking from the blender config path (the one that contains AppData ) and unpack it keeping the folder structure intact.
If you want to see how it looks like, you can check the appropriate windows daily build from https://builder.blender.org/download/ (first section), unpack the zip file and check the \2.79\scripts\addons_contrib\np_station\ folder.

The add-on install has to contain all the files listed there under the folder named np_station.

If there are other issues related to the enabling of add-on please let us know so the task can be reopened.
