I cannot Rotate, or scale any object in the blend file

Exact steps for others to reproduce the error
It just seems to happen at random.

The way you phrased this is more of a support thing. Anyway you've probably enabled Manipulate Center Points next to the pivot point picker.

I agree 100% though that when scaling/rotating a single mesh with that setting enabled instead of doing nothing you would really like it to transform normally (like with the setting disabled). Aka if you've got only one object the center point is in the center of that object. If this is not a bug it's a design flaw, either way it should be improved.
