Automatically let Worker reregister when account not found #54174

One of the frequent problems people have with Flamenco (see #221 on Github) is that they reset the Manager database somehow (deleting the database itself, or just downloading a new version to a new directory and not copying the old database to the new location). A possible solution would be to have the Manager return a 404 when the account isn't found (rather than a generic "incorrect password" response). That could be a trigger for the Worker to re-register itself.
