Grease pencil can be drawn on view/cursor/surface and that work fine. But if i hold down the "E" key for sculpting, it look like that the "sculpt stroke" function will always based on screen space ., even the grease pencil stroke is on "Surface" .

This is expected behaviour. "Surface Stroke Placement" is just operating while stroke drawing.
Once stroke is drawn, it is considered as a 3D element in 3DSpace. The stroke is not constrained to surface as you can constrained a mesh on another one with a shrinkwrap modifier.
You can move it or modify it in Edit mode. That is not specific to Sculpt mode.
But when a stroke has been modified, you can reproject selected stroke on the surface.
That is the last tool of Edit Strokes Panel.

In the new grease pencil brach, you can lock the operations, sculpt included, to any axis or to the new grease pencil object plane. Basically, the grease pencil object works as if you were using an invisible plane and you don't need to add a plane on back to draw all aligned. Of course, you could use the same surface drawing method used in 2.79, but the new modes solves a lot o problems that before were solved using surface projection.

I think we can close this because it's not a bug.
