first note: this seems to be a problem with the widgets menu spawning to the left side (which will most likely happen when in Properties view).
The menu then is very sensitive to being closed when moving from the wrench or dot to the opened menu (probably because its detecting the mouse is outside the menu)
However it seems possible to move the mouse over to the menu without it being closed [just takes a few tries -- which is definitely annoying though...]

If there is enough space in the layout for the menu to be spawned to the right (e.g. having another editor open next to the Properties editor on the right side) it seems much less sensitive and moving the mouse over to the menu has much greater chance of being successful without it being closed....

Having a closer look and claiming for now, if that is not successful, I'll get @JulianEisel on board to help me out...

Since in 2.8 Lamp Falloff Curves are not used anymore and it is very unlikely this will see a fix in the 2.7 branch, will put this report into the archives...

Note also that in 2.8 the curve widget behaves a little different in that it will spawn the menu to the bottom, so the issue really isnt there in 2.8
