Good afternoon. Will the function of interactive creation of polygons in 2.8 be implemented or will the creation of primitives be standard as it is now and only after modifying it into the required form?
In Maya, for example, this option is connected in the settings of the primitive, I would think and make a similar option in the blender.

You mean the Poly Build Tool? I think this is (like many things in 2.8) still subject to change.
