The shear tool (Edit Mode > Mesh > Transform > Shear (Shift Ctrl Alt S)) IMHO doesn't work the proper way:

  1. It works with units (for 45 degrees you must set its parameter to 1) but if it worked in degrees it would be more logic. In fact how do we convert for example 32 degrees into its proper unit? It is not intuitive and immediate. An alternative would be to allow the possibility to choose both types of inputs with a proper parameter
  2. It works for x and y axis but not for z: all axis are needed IMO

I believe this is working as expected, please also see the manual

  • shearing is a transformation of the selected elements along the horizontal axis of the current view and thus should be in units
  • again: shearing is a transformation of the selected elements along the horizontal axis of the current view and thus Z-Axis is irrelevant here
