Short description of error

When starting Blender an error message appears about VCOMP140.dll (see attachment).
This error message is new since installing Windows 10 Home 64 build 1803.
I have not yet tested the extend to which Blender is impaired because of this (the program does start after clicking "OK" on the dialog button), but it's not good obviously.

2.79b ships with vcomp120.dll (Visual Studio 2013), there are builds on built with Visual Studio 2015 ("New Complier" -- they come with vcomp140.dll)
Could you try installing this?

@LazyDodo (LazyDodo), @Martijn Berger (juicyfruit) : could you share your wisdom [I'm on linux...]?

  1. Our installer never writes to system32 , all required files are contained in the blender folder.
  2. even if we did (which we don't!!) we never released an installer with the vc14 dll's , that's only available in the experimental compiler zip files on the buildbot.

therefore it's impossible that we dropped that dll there, at this point i'd probably run SFC or just rename the dll to vcomp140.dll.bak
