Datablock handling: Show popup instead of Fake User, shift options, ...

The creation of static overrides as per current design should not rely on user holding shift.
We need a design that unify all the existing options (fake user, static override, ...) as a menu/pop over.

I'm not sure how many changes we'll make here, but if there's time we could try to make the whole thing more consistent/powerful.

I think it would be something like this:

Datablock selector on the left:

  • Select
  • Select Asset (in the future?)
  • New
  • Unlink

Datablock editor on the right:

  • Make Single User
  • Make Local
  • Make Static Override
  • Delete
  • Toggle Fake User
  • View User List (in the future?)
  • Remap Users
  • Mark as Asset (in the future?)

What's unclear is how much information and which buttons would always appear, and which would be in menus.
