Enable VFX effects (old modifiers)

Back again the VFX effects (old modifiers) of grease pencil.

After discuss with core team, we have decided to integrate all these effects as "Shader FX" and will be stored in a new filed called "shader_fx" in object struct.

A new section will be added to the properties panel and separated of modifiers.

I hope that ability to use only certain layer of GP object for Mods/Effects will return. For Blur effect atleast.

@Konstantin (Ko) For viewport effects we neved had this option in previous development versions of GP branch.

The modifiers (not FX effects) can use layer filter (and vertex group and pass index).

Now, the FX work as image filter, but I'm thinking in how filter by layer.

I have uploaded patch D3513 with the initial implementation.
