Starting Blender with "Toggle Window Fullscreen" option causes a display issue of blender window.

Exact steps for others to reproduce the error

  1. Select Window->Toggle Window Fullscreen
  2. Save the Startup file with CTRL + U
  3. Reopen Blender to see the issue, I'm seeing only a half of the bottom part of the window on my screen.

For reference: I have attached a screen capture of the issue being reproduced in my computer.

That looks like yet another OpenGL issue on Windows for @Clément Foucault (fclem) to work on?

@Vishnu Raghav (bvishnuraghav) am assuming you do have latest drivers and up-to-date OS… Also, please do not paste walls of text like that directly in reports/comments, such reports must be attached as text files instead.

Yes, my system is up-to-date as you can see under the OS and graphics details listed in my report.
Sorry, this is my first time posting a bug report here.

This is 2.79.5 not 2.8.

@Vishnu Raghav (bvishnuraghav) Can you try with the 2.8 beta? Also can you test if it was happening with all previous blender version ? 2.78, 2.77 etc...

Tried with 2.78 and 2.8 , same issue persists.
