Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Both Blender 2.79a and 2.8 Alpha crash when trying to reorder or mirror this particular model's Vertex Groups.
Exact steps for others to reproduce the error
VertexDataCrash.blend In the Object Data tab of the properties editor, move a vertex group up or down the list. or use other features from the drop down list like mirroring or sorting the vertex groups. Instant crash every time.
Additional info
This model was created in 2.79a. It was not the only model in the scene but it is the only one with this problem. The file I have uploaded here was copied into a fresh scene in Blender 2.8, and the problem persists. Before this started happening I attached an armature modifier with an armature that was already being used to animate other models in the scene. However none of the other models have this problem. I have not included anything else from the scene since these models are for a commercial project. X mirror was being used on the project, but was not turned on when the problem started. I have been using a custom color ramp for weight painting, but I doubt that has anything to do with it.

This file is corrupt, there is a vertex group index of
-2074087088
.The real fix should be to find out why corrupt weights are created in the first place.
Nevertheless, I've attached a possible workaround for the crash.
