The Blender 2.79b release was built with Python 3.5.3.

There is no expectation that it runs with Python 3.7.

Reopening the report as it was discussed on the linked Red Hat Bugzilla on the comment:

I hope the upstream developer is aware that this is private, experimental API, which might be removed (or worse, change semantics) at any time.
