Blender Crashes upon window maximize or window close

Broken: 2.79 Official, and latest 2.8 and 2.79 builds.

Short description of error
on 10-13-18 Blender worked just fine, both 2.79 official, and the 2.8 build from 10-9-18. During one project, that was not graphically intensive, blender crashed. Since that moment, blender started to crash immediately upon startup, I went and to %appdata% and deleted the start up files which allows blender to start. However, if I click on the maximize button, blender crashes, or if I click exit on the user preferences window blender will crash.

I attempted to uninstall Blender, however it will not fully leave my PC, so I downloaded the latest builds for 2.79 and 2.8 to attempt to fix the issue, but the crashes continued.

Exact steps for others to reproduce the error

  1. Open Blender 2.79 official/newest build or 2.8 newest or older builds.
  2. Click on windows Maximize button to enlarge window or open the user preferences and click the exit button on that new screen.
  3. Blender crash.



Event Timeline

In addition, when any window closes such as in the case of the newest 2.8 build on 10-14-18, when I render an image then the new render window pops up, I can save the image as normal. However if I close that window to return to the 3D viewport, blender closes.
