Full screen and Windowed mode have visible difference of performance.

Somehow blender viewport feels 200% faster on full screen mode.
Would be good if we could get that performance in windowed mode too.

Guessing from your hardware specifications this is just the way it is and is most noticable on slower computers.

In your case it could feel 200% faster but you only notice that because it already runs slow in windowed mode. On a lot of computers this is not possible to feel because it already runs fast in windowed.

Reason why windowed is slower is that when an app is fullscreen a lot of stuff doesn't need to be drawn by the GPU (like other apps behind Blender or Desktop etc) so it can put all it's power into that single app.
