Could you please share a bit more information here:

  • Give us your exact Blender, OS and GPU (including drivers) versions, as requested in the template!
  • Ensure both your OS and drivers are fully up-to-date (and use official GPU drivers, not those provided by windows or tablet/laptop maker).
  • could you share your .blend file?
  • could you share a screenshot/video demonstrating the issue?

Marking as incomplete untile we have answers on the questions...

Windows OS
GPU: NVIDIA GTX 1050ti
Geforce driver 416.34 (LATEST)

this happens when i'm not panning and keeping the vieport still with nothing else in motion. Camera dof and viewport dof are off

Happens with look dev and eevee

thank you{F5204720}

@Clément Foucault (fclem), I'm guessing there is some feature causing this blurriness, however I can't seem to find where this option would be.
I've tried turning all eevee features off and also looked if there are any special viewport settings active, but I haven't managed to find anything.

Render Settings > Film > Filter Size has been set way too high. It's 1.5 pixel per default.
