I confirm this happens in Linux 957b4547

Unlinking the object from its last collecton shoud move it to the scene collection rather than deleting it, but this may be related to a different issue/bug.

Sebastian Parborg (zeddb) triaged this task as Confirmed, Medium priority.

This is maybe more of a design issue than a bug. Afaik it works like this because it cam from the old Groups feature.

But in any case, yes, new Collections should be added to the Scene by default I think.

I still see this happening in 2.80, edbf15d3c044, master, 2018-11-28, also like @Jose L. Carmelo (Jose) C. noted earlier, deleting the Collection from the object panel also delete the mesh, which makes no sense.

What is weird is that you can select a collection in that menu but in the Collection panel you can select an existing collection like you can in the object panel.
Adding an existing collection from the collection panel could be a useful duplicate method instead of selecting and then right click "duplicate collection"
