Properties view tabs do not update when changing the active View Layer until you mouse over them #58326

Blender Version
Current 2.8 head or any recent version

Short description of error
Changing the active VIew Layer restores selection state, and not everything is aware of this. For example, the Properties view tab visibility does not update until you mouse over them.

Exact steps for others to reproduce the error
Start Blender or New General document.
Click the "Add a view layer" button.
Select the Camera or the Light so that the selection in this layer is different than the original layer which has the Cube selected.
Switch from "View Layer.001" back to the original "View Layer" via the view layer selection drop-down.
Note that the tabs in the Properties view do not update to reflect the new active selection of the Cube.
Pass the mouse pointer over the tabs and they will jump to the correct set.

Cannot reproduce this issue. Maybe it has been fixed already. Please try again in a newer Blender build.

Also cannot reproduce, marking as incomplete until we know if tomorrows (or later) build shows the same issue for @GavinScott

Huh. It's 100% reproducible here building the latest 2.8 from scratch (just pulled and rebuilt and still doing it).

I just downloaded the current 2.8 beta pre-built version (Nov 30th 01:38:44) and created 2.80/Config so it starts fresh and verified that it demonstrates the problem as well.

I then installed the current 2.8 beta download on a system that's never had Blender on it before and has AMD instead of Nvidia graphics, and it shows the problem as well.

I then moved my local make release version onto a third machine here and it too demonstrates the problem, with existing config, new system wide config, and local 2.80/Config/ clean configs.

So maybe something in my repro steps isn't clear? If it's still not happening for you guys I guess I can make a screen recording just to make sure we're on the same page.
