System Information
Operating system: Windows 10
Graphics card: Asus Geforce 960
Blender 2.79 also installed.

Blender Version
Broken: 2.8 Beta
(example: 2.79b release)
(example: 2.80, edbf15d3c0, blender2.8, 2018-11-28, as found on the splash screen)
Worked: (optional)

Short description of error
Loop Cut Number of Cuts Wheel or PageUp does not work as expected, mouse wheel just does zoom instead of increasing/decreasing the number of cuts.
Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
cube->edit cube->press Loop cut symbol and try to increase the number of the cuts with the mousewheel...it does zoom.

I think the developers designed it this way so you can still navigate around your scene even with a tool is active. The top bar should be used for adjusting the number of cuts: Adjusting loop cut count.PNG

As you can see, in the manual-doc it is mentioned as it was in 2.79. Why and how should i navigate while cutting and object? OK, this can be an extra option for very special situations...But i think, the old wheel method is much better and simplier then now...Also, the doc should be updated?

The option to increase the number of cuts by using the mouse wheel is still there, you just need to use the keyboard shortcut rather than the tool from the tool bar. To do this, ensure that the loop cut tool is not select then press "Control+R". Now the loop cut will behave as expected/how it was in Blender 2.79.

As for why the developers have made it so the user can navigate around the scene while the loop cut tool is active is for simplicity's sake. The loop cut tool on the tool bar is designed to be used by beginners. If they select the loop cut tool then try to place it on there mesh but find they can't access the part they need to place it on, then they can rotate, zoom, and pan around the scene without selecting another tool from the tool bar then switching back which would slow down the users workflow.

As for why the manual hasn't been updated, that's because Blender 2.8 changed so rapidly during the alpha that the developers decided against updating the manual for every change but limit it to major permanent changes or leave it until later.
