Rotate Widget: Cursor doesn't change after leaving the rotate wiget

Short description of error

Exact steps for others to reproduce the error

  1. Open Blender
  2. Click the Select Tool (Screenshot left top corner above the cursor tool)
  3. Hover the cursor over the new rotate widget (Screenshot right top corner)
  4. The cursor changes from arrow to the cross cursor and the wiget is highlighted
  5. Don't click to rotate, just leave the rotate widget
  6. Wiget highlight disappears, but the cross cursor stays the same

Expected behaviour: the cursor changes back to arrow cursor

Event Timeline

Sebastian Parborg (zeddb) lowered the priority of this task from 90 to 50.

In blender 2.80rc1 the cursor returns to normal (making me assume that the problem had already been fixed there).
In blender 2.83 the behavior has been changed and the cursor doesn't even change.
So I believe that this problem has been solved in one way or another.
