Loading some files with 'Load UI' enabled is switching left select to right select #58603

Short description of error
Loading certain files with the "Load UI" checkbox enabled seems to be affecting which mouse button is using for selection. I use left click select, and noticed that clicking after loading some blend files was resulting in the 3d cursor moving. When I load the default scene again, or load the same file with "Load UI" disabled, the problem doesn't occur. I tried to create a scene exhibiting this issue, but was unable to, so I have attached the file that was causing my problem.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

  1. Make sure you are set to use left click select by default.
  2. Load the attached eevee_decals.blend file
  3. Click to select with the left mouse button. The 3d cursor should move instead of selection (you will need to enable overlays to see this)

That's because the Cursor tool is active in this .blend file. If you switch back to the select tool it will work.
