blender2.8 2018-12-03Moving to Particle Edit mode after setting up hair particle length does not preserve the set up length. See attached picture.
Expected result : hair length in particle edit mode is of equivalent size as what was setup
Actual result : hair length in particle edit mode is much longer that what has been set up

Please attach a simple .blend file to reproduce the problem, it is probably related to specific particle settings. With a quick setup here I don't see the problem.
I attached a blend file showing the problem
File now properly attached to ticket.
I didn't apply the scale transform which may have been the source of the problem, however I now tried to apply it and the problem still exists.

It is a Children settings thing. You can see Children while Particle Edit. In Particle Edit mode look for the option in first tab of Properties Editor.
Ah ok, chlidren hair lenght was < 1, setting it to 1 then both Particle Edit and Object mode have the same hair length, controlled by emitter hair length. Ok so I guess this is not a bug, sorry, ticket can be closed.
