Not sure if other software is comparable 1:1 here (I assume they all have different implementations).

For this specific file I am getting seemingly better results if you use Conformal method (rather than Angle Based) which you can change in the redo HUD after unwrap has executed.
If you do that, results are closer to what you see in other software mentionend.

To be sure, I'll add @Brecht Van Lommel (brecht) as a subscriber, but I think this is working as intended? (and could be closed?)

Would be nice to investigate once, probably it's a precision issue in Angle Based Flattening. I consider this low priority though.

but as i can see , it's so hard to see that small button for anyone who use blender, i constantly forget about it

but i know , its UI problem

Yes, very small triangle angles are problematic for these kinds of algorithms, it's a known weakness.
