Shift C doesn't update the cursor when there is no object in the scene

When there is no object in the scene, SHIFT + C doesn't update the cursor position visually. It stays there.

Exact steps for others to reproduce the error
Start a new blender file. Delete all the default objects from the scene. Click some where to change the cursor position. Then press SHIFT C. Then you can see the cursor doesn't move to the world origin. But when you add a new cube, then it updates its position and adding the cube in the world origin. "
