Short description of error

Blender 2.8 Beta does not respect the view system, alternating perspective and orthogonal, when I have selected only one of them.

Exact steps for others to reproduce the error

When I'm in perspective, pressing 1, 3, 7 and its opposites, using ctrl + nº or pressing 9, shows us these views in orthogonal always, and not in perspective, however the rotations if shown in perspective. To show them in perspective, I have to press 5 or the corresponding button in Gizmo / Navigate.

When I'm in orthogonal, when I press 2; 8; 4 and 6 shows us these views in perspective always, and not in orthogonal, however, when you press 1, 3, 7 and their opposites, by ctrl + nº or by pressing 9, you always show these views in orthogonal. To show them the rotations, I have to press 5 or the corresponding button in Gizmo / Navigate.

Can confirm this with default factory-startup, not with own startup (which is based on older keymap I think).

@William Reynish (billreynish) no idea whether this is glitch in new keymap, or on purpose new behavior? Or maybe a UserPref setting, but could not find anything looking like it.

Note: the blender black icon is made for me, to fast differentiate the versions but is official Blender 2.80 Beta.
