Short description of error
Outliner toolbar switches from top to bottom.
I uploaded a video for your convenience(Sorry for the audio, I don't record very often)
Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
Click on changer editor button -> User Preference -> change Editor -> Outliner{F5858799}

It seems like different editor types sets where the menu bar should be and some do no.
I've managed to reproduce this by changing the 3D viewport the user prefs and then back. Now the 3D viewport controls are at the bottom.
If I then change the editor type again to "text editor" and then back to 3D view, the menubar has been moved to the top again.
