2.8 Can't interact with Transform Gizmos or use Selection tools in Edit mode #58895

System Information
Operating system: Windows 10 64 bit
Graphics card: Geforce 980

Blender Version
2.80, 1fa527bfa3, blender2.8, 2018-12-05

Short description of error
Almost every time I launch the program normally, I cannot use selection tools in edit mode or interact with the transform gizmo in any mode. It's worked maybe 3 times out of 20.

But these functions do work every time I run the program as administrator.

Selection tools still work in object mode, and in UV layout mode. It's just in Edit Mode.

This has been the case for the current version I have listed, and every public test version before it.

Exact steps for others to reproduce the error
I don't know how to reproduce the problem because it is a constant for me. I only know that running as administrator stops the problem.

When it fails, what is the active tool in the toolbar (T key)?

Have you tried File > Load Factory Settings, does it work then? Maybe you have saved a startup file as your user, and when running as administrator it uses factory defaults?

it happens to me sometime randomly, the only solution is deleting the UserPrefs.blend file

If it only happens with a specific startup.blend or userpref.blend, it would help to attach those .blend files.
