More information needed. What are you trying to do, how does it fail, and exact steps to reproduce.

Not only do I want to be able to move the 3D cursor with the mouse button, but I also want to do this with the Alt key pressed. This was possible in the other Blender versions. Not here anymore ..

I don't get it. Holding alt and clicking to set the cursor did not work in 2.79, and besides, why would you want to hold Alt while clicking to set the cursor? What behaviour are you looking for?

Please be very specific about what you want to do and how it fails, as well as exactly how to reproduce.

With the use of the additionally set Alt-key could be prevented in version 2.79 that the 3D cursor by pressing a mouse button accidentally offset ...... This option does not work anymore in version 2.80 ....

What exact option are you referring to and exactly what are you expecting?

Again, please provide exact steps to reproduce.
