System Information
Operating system: windows 10
Graphics card: gtx 1070

Blender Version
Broken: 2.79b
(example: 2.79b release)
(example: 2.80, edbf15d3c0, blender2.8, 2018-11-28, as found on the splash screen)
Worked: (optional)

Splash Screen info:

Please Note:

Currently I have a clean install of Blender version 2.79b. When I click on "cycles render" Blender crashes without any error message. It simply closes or exits without any warning or popup box. The same thing happens when I click on "system" tab in the "user preferences" box. This is with the standard blender file that has a cube in it.

Can you try to download the latest 2.79 version from here: https://builder.blender.org/download/

The one you have it quite old, so perhaps this issue has been solved in the unreleased 2.79 version on that page.

If it has the same issue, start blender using "cmd". IE, start cmd, navigate to the blender directory with in and then start blender with “blender.exe --debug-all”.
Change directory with “cd \path o\yourBlenderlocation”
You can copy the path from Windows Explorer

Do as few steps as possible to reproduce the crash and then copy the output to a file and upload the file here. DO NOT paste the output as a comment!

If you feel adventurous, you could see if the blender 2.8 beta available on that download page solves it too. But I think it's best to start with 2.79 as it should be more stable.
