Short description of error
When a particle simulation is not cached, the Cycles motion blur uses the entire lifetime of all particles instead of a single frame

Exact steps for others to reproduce the error
This simple example file shows it very clearly:


Play the simulation and render. Then cache the simulation and re-render the same frame.

I can reproduce it. I'm not sure how to handle that. Personally I'd not expect cycles motion blur to work when the particle system is not baked, but I don't know how it works.
