Short description of error
blender crashes when executing: blender -b

Exact steps for others to reproduce the error
Just run:
blender -b
from command line results in:
./blender -b
Read prefs: /home/ashehata/.config/blender/2.80/config/userpref.blend
found bundled python: /home/ashehata/Data03/home/ashehata/Software/blender_git/build_linux_full/bin/2.80/python
Warning: 'ToolsPanel' doesn't contain '_PT_' with prefix & suffix

Segmentation fault (core dumped)

Looks like the issue is in gpu_shader.c:
363 »···if (vertexcode)
364 »···»···shader->vertex = glCreateShader(GL_VERTEX_SHADER);

when I run it without -b
(gdb) p __glewCreateShader
$2 = (PFNGLCREATESHADERPROC) 0x7ffff07f2460

but with -b
(gdb) p __glewCreateShader
$2 = (PFNGLCREATESHADERPROC) 0x0

Bastien Montagne (mont29) triaged this task as Needs Information from User priority.

Some add-ons (like at least, Math Vis and Object Scatter ones) make blender crash in background mode (trying to access some OGL stuff), can you check whether those are enabled by default for you?

Also, blender should work fine with factory settings (blender -b --factory-startup) ?
