The users shows more than what it really is. You can see in the outliner I have two users ,but it shows as 3 under materials

We need exact steps to reproduce the problem.

There are valid reasons for the material to have more users, not everything is shown in the outliner. For example if you deleted an object with a mesh using this material, the mesh datablock is not immediately deleted and still using the material. Only on file save and reload would that user disappear.

OK, this doesn’t doesn’t seem to be a bug. It seems this is what is happening. In all the years I’ve used Blender, I’ve never noticed this. I tested this in 2.79 and it does the same.
