Blender 2.80 only using 1/4 cores of AMD Epyc 7601 #59938

Broken:
CPU rendering only (no OpenCL) only uses 8 cores, other 24C/48T idle. AMD Epyc 7601 presents as 4x NUMA nodes, 8 cores/16 threads each in NUMA display of TaskManager. Only NUMA node 0 is active @ 100%. Other 3 are idle.

Exact steps for others to reproduce the error
Launch Blender 2.80 by opening unmodified pavillon_barcelone_v1.2.blend
Render Image (F12)
Observe CPU usage in TaskManager & HWiNFO64

Same steps use all the cores on my dual-socket 16C/32T Xeon box. I assumed same on my single socket Epyc system. AMD 7601 @ 8C is 2.24x faster than my dual-socket 16 core E5 2650 system (21 min vs. 47 min). Peak @ 3.2Ghz, all 8 in NUMA node active during render pegged @ 2.7Ghz.

WARNING: absolute beginner doing 3D modeling of any kind, ~3 hours total with Blender. I searched bug list for EPYC, saw the Tweaks for TR2/Epyc. No recognizable resolution (for me) there.
