3ds max to Blender FBX import

Short description of error
When importing FBX from 3ds max to Blender 2.8 some objects come in a different position with respect to other objects. I enabled "Apply Transformation".

Please mention what version of Blender you are using and attach the FBX file you are using (or at least a stripped down version showing the problem)

the uploaded FBX is{F6151088} a stripped down version that still shows the issue. The wall/ceiling is in the correct position but the ceiling lamp is incorrect. See screen shot of orriginal 3ds max file lamp position.

for context, the lamp is made up of multiple objects that are grouped together. The group scale is 100,100,100 however some of the objects within the group have scale values of 83.262, 83.262, 83.262 and some have non uniform scale such as 41, 46, 41.
I have reset the x-form in 3ds max and re-exported the FBX as "lamp-Xform.FBX". This imports correctly. I'm using FBX2019{F6151140}

As noted, Apply Transform is experimental and know broken for anything but simplest cases. But there are also known issues with mere parenting when it becomes a bit complicated, will merge all those reports into a single one.
