Short description of error
The tabs start to glitch and spasm from a dark grey to grey or completely transparent
Exact steps for others to reproduce the error
The only thing I did was open blender and it was already like this (I'm using the dark theme)

You GPU is 10 years old at this point and AMD has not supported your card for quite a while: https://en.wikipedia.org/wiki/Radeon_HD_4000_series
There is not even any official Windows 10 drivers available for download for that card: https://www.amd.com/en/support/graphics/amd-radeon-hd/ati-radeon-hd-4000-series/ati-radeon-hd-4550
So I'm unsure if we are going to support this. @fclem I am I correct in assuming that we do not support >10 year old cards?
You can try to try run blender with
--debug-gpu-force-workarounds
and see if that helps. But I think that the old drivers for the card is too buggy to run blender 2.8.Added subscriber: @lichtwerk
