Isn't that exactly the expected behavior? Every point snaps to the closest pixel.
Maybe you texture is just too small.

Closing for now because I don't think this is a bug. Feel free to continue to comment when you still think this is a bug.

Maybe it works as intended but it deforms the UV which causes stretching. If it snaps to pixel then shouldn't it keep it all uniform when moving? Basically snapping 1 point while keeping the shape?
