Short description of error
IOR is a physical material-dependent value that deflects a light beam at a fixed angle. This angle is different between the two renderers. I have not tested which renderer provides the correct values. Please check this.

The screen space refraction in Eevee is only approximate. Certainly there are ways to investigate to make it more accurate, but I don't think we consider current results a bug.
