Delete Branch "%!s(<nil>)"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

After deletion of Shape Key, editing mesh should modifies selected Shape Key.
However in certain situations, it appears doing this modifies deleted Shape Key instead.
Exact steps for others to reproduce the error

This is true in 2.79 as well.
This is also true if shapekeys are not animated (and you dont need to remove the second shapekey as well)
[So basically you could skip steps 5, 6, 7, 8, 9 and still have a "broken" basis here]
Not sure about the usecase here though. Why would you replace your mesh completely with something that has different vertexcount/topology and still expect the former shapekeys to be intact?
If you need to make changes to your mesh, you could still use modeling tools [Subdivide etc] which (often) do a pretty good job of keeping your shapekeys intact...
This is for reusing same cloth simulation setup.
And strange steps were actually meant to be workaround, but it was useless though.

I don't think that this is a bug. Why should shape keys of vertices that have been removed be stored?

you can also swap the mesh datablock to another mesh datablock (which has its shapekeys setup correctly)
I just think there is no way to keep shapekeys intact if you remove all verts and just add other verts back in...

Step 9 is mandatory and doing this causes editing deleted Shape Key "Key 1".
Since editing Shape Key "Basis" should be equivalent to be editing mesh without any Shape Key, this is clearly bug.
After some investigation, I found the problem is caused by quitting Edit Mode right after modifying property of added primitive (such as size, location, rotation so on) with THE ONE(basis) or more Shape Keys.
I'll report this as another report if no one respond within a week.
