When using Screen-Space Reflections and a Reflection plane at 0 roughness, Blender cuts the reflection short when the viewport/camera is looking at the reflection at certain angles.
No amount of EEVEE samples remedies this, however, if the roughness is not 0, the problem dissapears.
Exact steps for others to reproduce the error
You can use this .blend file and rotate around the mirror or see the camera animate to affected areas.

Or, you can recreate the scene if you wish.
Create a plane mesh facing up to use as ground.
Create another bigger plane mesh facing horizontally to use as a mirror with a glossy shader WITH ROUGHNESS SET TO 0, then put it into a collection.
Add a reflection plane with the same size of the mirror, place it in the same spot as the mirror, set the collection visibility to "inverted" and choose the mirror's collection.
Enable Screen-Space Reflections, and rotate around the mirror. It should blink when you're rotating the camera.

Could not reproduce. I get no blinking here. Probably a GPU driver thing?

Yes, indeed it does.
@fclem: For me I can only reproduce then when rendering out the scene.
I have also noticed that SSR draws over the Light Path node's "Is Glossy Ray" function, which is sort of bothersome, since you can't have roughness at all without SSR.
(I was not able to replicate this in the .blend file i provided at the top, for some reason.)
