Disabled channels in linked action

Short description of error
When you have linked action on the armature, you can disable channels animation. But it come back after reload scene. Maybe it is limitation of linked action. If it is, it would be great disable this option.

Exact steps for others to reproduce the error

  1. open bugScene.blend
  2. Set channel to disabled

  1. Save and reload scene
  2. Settings is gone

This is not really my area, that's an UI issue in anim editors. rB7d91ef04880b does a quick-slap fix, but only working partially, since some items from the channel list do not have any valid ID pointer...

@Joshua Leung (aligorith) re-assigning to you, I tried a bit but all those macros make it hard to follow the 'filtering' process, and to find why some channels end up with no ID pointer defined (at least I think that that is the issue here). :/
