Camera's should have selectable focus objects while in the workbench render engine

Short description of error:
When the official render engine is changed to "Workbench" in the render tab of the properties panel, the ability to set a focus point for the depth of field effect in the camera settings is un-accessible/missing. I find this odd considering that the Workbench engine now has support for DOF and relies this feature.

Exact steps for others to reproduce the error:

  1. Open Blender.
  2. Change your render engine in the "Render" tab of the "Properties" panel to "Workbench".
  3. Select a camera and navigate to the "Camera" tab of the "Properties" panel you will find that that "Depth of field" settings are missing. This will even occur if "depth of field"is enabled in the workbench render settings.

Good find. It's trivial to fix. the DOF panel needs to be visible when the Workbench renderer is active.
