Short description of error
I am new to Blender 2.80. i am newbie so i think I should learn the new version. So recently i was leaning how to model a human. By doing that i face a issue with Subdivision Surface. When i join 2 objects like body and arm or art and hand. i saw the vertexs are not smooth properly it stuck with its control cage. I search a lot in the internet but i can;'t find the solution so i think it's a bug. I'm not sure its a bug or not. i didn't learn blender properly. Hope you don't mind
Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

The issues happens when the normals aren't consistent. Select all in Edit Mode and press Shift-N to reset the normals.

@Sergey The behaviour seems different that 2.79, but I assume it's not a bug?

The behavior is not incorrect from OpenSubdiv's point of view, but is more annoying from artists point of view.
Not sure if there is a solution which doesn't involve slowdown, but this issue is already on the list. Will merge and make original report more clear.

If it's not incorrect in OSD's point of view, then I would say it's acceptable, don't you think? Inconsistent normals also produced issues in 2.79, just differently.
