This looks like expected behavior for me [2.79 was doing exactly the same].

Could you be more precise in regards to what you would expect instead?

This is not a bug. This is how the modifier works.
The bend operation will not move the plane in the object origin resides in.

You can either move the object origin somewhere else or use an empty to set the axis/origin of the simple deform modifier.

Okay, I see. It is just illogical unintuitive and hidden behaviour.

I'll think, how it should be redesigned. User should point where and how to bend geometry. And what radius. And do not think about orientation and axes.
