Short description of error

Looks like the constraint_matrix in bpy.ops.transform.translate() causes a TypeError.

Here's the error with the following.
TypeError: Converting py args to operator properties: expected a sequence of float, not float

import bpy

bpy.ops.transform.translate(value=(29.2064, -10.7433, 26.947), constraint_matrix=(1.0, 0.0, 0.0, 0.0, 1.0, 0.0, 0.0, 0.0, 1.0))

Here's the error with the following.
TypeError: Converting py args to operator properties: expected a sequence of float, not int

import bpy

bpy.ops.transform.translate(value=(29.2064, -10.7433, 26.947), constraint_matrix=(1, 0, 0, 0, 1, 0, 0, 0, 1))

Exact steps for others to reproduce the error

You need to use the matrix data type as input: https://docs.blender.org/api/blender_python_api_current/mathutils.html?highlight=vector#mathutils.Matrix

import bpy
import mathutils

mat = mathutils.Identity(3)

bpy.ops.transform.translate(value=(29.2064, -10.7433, 26.947), constraint_matrix=mat)

Your example gives a error.

AttributeError: module 'mathutils' has no attribute 'Identity' 

This seems to work.

Only gives error when you try to run what gets printed in Info.

Looks at my edit. I found something that seems to work according to docs. Looks like it just fails to print everything in the Info window.
