Zooming to 'max' ends up disabling Zooming & Panning

Short description of error
When navigating in the view finder (I'm an amateur) I often zoom in to get a better look. However, eventually if I zoom in too far with Ctrl+Middle it caps out. After that point though, I am unable to zoom back out, or use Shift+Middle to pan.

This issue saves into the file in the particular work layout. I did it in my Animation tab, now I can't pan or zoom there, so I end up using layout tab, but then I locked up there too.

Rotating that camera always works.

Use this file to see it happen. It should be locked in the animation tab already, go to layout or any other. Hold Control > zoom in until it can't > try to zoom out or pan.

As pointed out, this is simply how the default zoom method works. You can disable this behavior by activating Auto Depth in the user preferences for example.
